If it freezes on CSS and SSS, then there is a problem with either of them, or codes.
    Are you using any codes?

Exactly when does it freeze on the CSS/SSS? When you go to the SSS, load a stage or when hovering over a certain character? (if something else, say it)

If it's a certain character then it might either have something with their CSP (wrong format), or it might be a problem with some of their files (for some weird reason, I do have experienced a freeze because of an incompatible PSA). What region is your game? NTSC-U or PAL?

Do you have any PSAs? As I said, it can cause freeze on CSS for some reason.

Try formatting your SD Card to FAT16. You could also defrag your SD Card but I doubt it will be very useful.
