K:\riivolution\codehandler.bin
                    \ocarina.xml
                    \SSBBfiles.xml
                    \config\RSBP.xml
                               \RSBE.xml

This is whats currently in my riivolution folder, I'm trying to load up ike textures and the files for that are in

K:\private\wii\app\RSBP\pf\Fighter\ike\FitIke.pac
                                                             FitIke00.pcs
                                                             FitIke01.pac
                                                             FitIke01.pcs
                                                             FitIkeMotionEtc.pac

but whenever I try to select Ike the game just freezes can anyone help me?

First of all, the ocarina.xml file is completely unnecessary.  I would suggest completely changing your riivo files (as I don't not know which ones specifically you are using) with BeyondYou's riivolution. Link to download here: http://www.mediafire.com/?8vj8809jx1nc8po

However, if you were already using this, then test the FitIke00.pcs, Fit Ike01.pac and .pcs, and the fitikemotion.pac separately. Your problem could be with the files.

My game loads up, but none of the files are loaded?

Is my code thing in the right place?

K:\Codes\RSBP01.gct?

What should the Hook be set to on the Riivolution channel?
It freezes when I use the one it's on at the start, but it works when I disable it.... What should it be set to?

Well your .gct file is in the right spot.
It must be the fact that your wii is PAL (I'm guessing from the RSBP.gct name...?)
However, make sure everything has been properly named RSBP. Anywhere you have an RSBE change it to RSBP.  If this fails, then I would suggest searching out a riivo with PAL tutorial, as I am only confident in my knowledge of NSTC-U riivolution

    Is the FitIke.pac a costume? change it to fitike00.pac if it is

    Ahhhhhh that's your problem.  You have things named RSBP that should be named RSBE
    Make sure EVERYTHING that was named RSBP is changed to RSBE
