No I don't even use stupid CSPs. I followed all of your instructions and it doesn't work, and I don't think you're taking me seriously so just forget it =/

Are you completely sure?  Say EXACTLY where you put the CSS.  Did you put it in pfmenu2 or pf/menu2?

yup, even removed the file replacement code.

oh the codes work, but for some reason it jumbles the css. I might of just found the solution, so ill try that now.

Everytime I try to dl the red and black css, it just sends me back to this topic, and I don't see any DL links for the red and black css....

I love your Mega Man X texture for Captain Falcon and your Obama for Snake. I have 4 MMX textures now lol. 
anyway, I have the same problem as you, I'm ntsc, using Riivolution, file patch disabled, the codes are on, (I can see and play as the Alloys, Giga Bowser, and Wario Man) correct path for the files and my CSS still isn't working. You mind telling me what your solution is? I have CSPs enabled and I know they work, but that really should'nt get in the way of the CSS because that overpowers the common5_en.pac, right? >_> My game isn't freezing, the CSS just doesn't show up.
My sc_selcharacter_en.pac is in SD:\private\wii\APP\RSBE\shared\menu2. (I'm using the Smashmods XML) Someone please tell me if I'm doing anything wrong x_x

off topic, but where do main menu textures (like the Color Changing Menu) go in Riivolution? I dont think there's a pfmenu2 for Riivolution :x

I put in under pf/menu2 like I've done with every CSS hack I've used...>_> I don't get how all of his other CSS menus have worked then when I use the normal version I get all these problems.

ehh, riivolution isnt the best thing. it wont load anything but the character and stage textures. it wont load a CSS file at all.
so, thats not the problem causing your freeze. look into it.
btw, i was using the pics for my own CSS, when i mistakenly closed the window, and then when i went back, all the pics were broken
