I never played it, so my answer below is what I can tell from reading through your post:
1-They could either unlock it (if it was unlockable).
2-Or They can simply, remove the code that removes these characters, so if there's a code to remove IC,then you just don't use it. They could also make a code to add those characters.

I believe it is in one of the files, just search file by file until you find the character select file that has the characters, and replace it with the one with all characters.

Actually that video is a bad example because he isn't using Project M, that explains why he still has all of his characters. I don't think there's anything you can do. The P:M developers refuse to let you add or remove codes, so you can either play without those characters or play regular Brawl (with your own hacks) or other Brawl mods.
