I'm using riivolution on my wii u with the modlauncher xml. I'm using my phone as a usb device to load all of my files. Everything runs smoothly but for some reason my RSBE01.gct does not load whenever I add codes to it. Is this because I'm using my phone or some other reason. Also how do I fix this?

    First, did you make sure you put everything is in the right folder?
    Second, is your region NTSC?

    Yes that is my region and I'm positive I put it in the right folder. I placed it in codes which is where I put it on a now broken sd card before and it worked fine.
