Help Changing Ice Climbers move attack properties for Brawl+

I feel like a jerk for saying this, but I have no interest in learning how PSA works, but I'm using Brawl+ and I hate the way that Ice Shot freezes opponents and Blizzard doesn't, so if anyone can give me a step by step on how to take the freezing flag from Ice Shot and add it to Blizzard that would be fantastic.
