That's an unused texture part.  Never saw it being used anywhere.

Possibly to be used as a pain face or a loose face where the mask falls off?

I heard somewhere that at some point in development characters were planned to take visible battle damage. Captain Falcon has a similar thing with a crack on his helmet.

I think your right, that would be the Fatal Damage textures from what i heard. But they are not used ingame at all.
