It's Falco in a straitjacket. Falco's original model and texture seemed to allow for the idea fairly well, and I don't believe anyone else has done anything like it so I ran with it.

This texture includes 2 versions. One without any bone edits and one with an edit to the jawbone. The one with the edit is to better simulate a mask.
