I just downloaded Anim8or extracted the files into a folder and clicked on it, but nothing came up, dragged my DDV.3ds to it and still nothing came up what does this mean?

Did you check to make sure you have the right system requirements? - Windows NT4, Win95, Win98, WinSE, Win2K, or WinXP,
- OpenGL accelerated graphics card with full ICD support, (ala GeForce),
- 64 MB memory, 128MB recommended, or 256MB if you use WinXP,
- 300 MHz Pentium,
- 5MB disk space.

I have windows 7, does that matter? and what is OpenGL accelerated graphics card with full ICD support, (ala GeForce)?

There's 3ds Max and I think you can use Blender, too.

I jus want to use one to make a vertex, but every tutorial i watch does some little step with animator before they start working with the vertexes, how do I get what I want to appear in the blender or 3ds max?

I haven't even seen a Blender tutorial, I just know you can use it. And for 3ds Max, there's this tutorial.

The only thing stopping me now is that 3ds Max 10 is telling me improper file format when I want to import my file to it, what should I do?

Okay, so if I remember correctly (I haven't vertex hacked in a while), you need the Collada plugin for 3ds max, and you need to convert the model into DAE using AIS.

The tutorial I linked to should have Collada where it gives all the downloads (Above where it says: The Script  ) I haven't vertexed in a while, so I don't remember how AIS works. Does the tutorial cover it?

right click the brres file, select open with ais. done >.> if it doesn't work make ais the default program for brres files. for some reason if it's not defaulted on my comp it doesn't work so u can try that
