Update with a Phoenix Mario texture, which I use when playing as PMario. Simple but flames are essentially what PMario is about.

Somewhat curiosity of me but does Pheonix Mario have to replace all of Mario's outfits or movesets or just one?

It replaces all of the outfits.
The only way that I think it would be possible to just replace one is to have the moveset mod saved as a .pcs and have it assigned to a certain costume, but that would take much more advanced hacking than just replacing the file.

It replaces all of the outfits.
That's only true for Mr. Game & Watch; his only texture file contains all 6 of his color slots. All the other Emerald Textures replace a color slot of your choice. |

that would be impossible considering the pcs file cintains the texture data not the attack, animation, and effect data. Same thing goes for ther pac file as well. |

Update with an G&W pack using GWitzer.
No D/L right now, but one should be up by tomorrow. Sorry.
EDIT: D/L up.
And too answer the previous questions.
Phoenix Mario (moveset hack) applies for all costumes.
G&W (both Emerald & GWitzer) applies for all costumes.
Emerald has the same colour for all costumes but is shiny and can be custom (not one colour).
GWitzer has 1 pcs and pac file but changes all colours, but can only be a solid colour.
