You don't use common5.pac to make your custom CSS.  You use the file, sc_selcharacter.pac, but it does need to be uncompressed.

Fortunately, the CSS Organizer program does contain data that composes an uncompressed sc_selcharacter.pac file for you.  The uncompressed file is supposed to use 5,122 KB (5 MB).

To compress the file though, you need to use ntcompress.exe, along with Command Prompt, to create the compressed PAC file.
