For the wings, re-name the first cape bones.
Then, rotate them so that they fit along the wing.
What do you mean "the first" when referring to the Cape bones? Which ones are first? I assumed moving bones as opposed to vertices created issues when you rig; Don't model vertices need to be adjusted to fit the bones and not the other way around?

The first bone would be the: XMant01N bones.
Firsts of the cape bones are Center: CMant01N (Possible tail since it's in the middle) Left: LMant01N (Could be used for the left wing) Right: RMant01N (Could be used for the right wing)
Of course when arranging bones make sure you take note of their ID dependent bones. I've dealt with this with a few of my hacks in order to make a part 'move'.

have u even looked at ganons cape bones if u null the first bones u can rotate them(the first bones only) to fit the wings with no glitches after that just export dae and do not rotate in 3ds max - the rotation needs to be done in brawlbox...

I make YouTube videos, SM64 hacks, Brawl Hacks (obviously), NSMBW hacks, and GoldenEye 007 Mods. I also have a short attention span and tend to switch around a lot and put things on hold. But when I do finish things, 95% of the time I gave 120% effort, the other 5% of the time I give 100% effort.

1 Define "null", I'm not sure what you mean when using 3DS max. Perhaps if someone could post a screenshot? It is on the top, on the bottom? I know where the cape bones are, I don't know which bone you're talking about is, or what null means in modeling. Do I rig the wings, do I rotate them. So far I haven't been able to understand a damn thing when it comes to rigging wings....man, do I suck. and the translation, moving bone translations in Max kills the model, literally.
That's where I'm getting lost, do I rig the wings or do I not rig them. What does null mean, I mean seriously. I've been getting nothing but vague answers and it's pissing the hell outta me. If someone, you know, gave me actual steps for me to take, maybe I'd be able to get something done? I need to have specific information, step-by-step, what programs to use, etc. Instead of "use 3DS Max" or "null the cape bones". I'm a modeler, not a mind-reader.

You have to make the bone edits in BrawlBox, export that as a dae, import that into 3ds max, and contiune your rig from there. You need to have the model rigged to atleast one bone, and is working in BrawlBox before you can move the cape bones to fit the wings.

seriously, ur starting to spam this thread way too much with only questions, it's not that hard to rotate a frigging bone and rename it, and you dont need to do this in brawlbox, do it in 3ds max before adding the skin modifier to the model and done...

Muscular Frog with an Attitude and some Shades  At randomizer: sorry Null is a hard word indeed i didnt know wat it meant the first time i saw someone use it but i googled it lol Once u rename a bone it becomes Unuseful to the moveset therefore renaming it "nulls" the bone.
