Custom characters and non replacers?

It has been years since I last even looked at Brawl mods (I refuse to call them hacks) Last time was when Brawl box had just been released. Now while I probably won't be making custom characters I know there are some awesome ones, Rouge the bat being a particular favourite of mine. Now I may be fuzzy on the details, but from what I have seen there are non replacement characters that have their own character select icon. is there a method I can convert Rouge to be a non replace? Or was I dreaming/delirious about seeing a character screen with Zero suit samus, Shiek, and the alloys on it.?

So, just so you know, there cannot be a file that doesn't replace another file in the game. Yet.

It's being looked into (as it has been for the past 3-4 years or so), but as of right now there is no such thing as a "non-replace."

What you probably saw was a character hack that came with a full set of things to replace (All costume slots, voice pack, Character select portrait, character select icon, wii remote sound, etc.). The character select icon is just as replaceable as the characters themselves, so it's actually kind of common to see these types of things done.

There are codes that do add extra "slots" to the game, but all they do is add icons for characters that already exist( Separate selections for the Alloys, Sheik, ZSS, Warioman, and the individual pokemon).

So, to answer your question directly, you weren't delirious about the Character Select Screen with extra select icons, but its still impossible to add 1 character to the game without losing another.
