For Pikachu you can try to make pichu, he would be more simple than raichu and nobody made him by vertex.

For Jigglypuff you can try to make Clefairy... I can only think about that.

How about Bow from Paper Mario on Jigglypuff? There's already a texture, you could vertex edit away the ears and feet.
