here is my problem
Im a pal user and i really want to make use of .rel files (stages) but every time i use them my wii freezes and everything in my sd is alright so do any of u know ?

Not 100% sure, but pretty sure:
You're not gonna be able to use them. PAL codes are buggy for the most part, primarily the File Patch code. It won't actually load the .rel file, meaning the stage will freeze no matter what.

damn i'm a pal user too, but u can replace stgfinal.pac with some of your downloaded stages with a rel data, and you can play it without a rel ^^

I used to be a pal user, but I just downloaded ntsc brawl and started using that one. Just an idea...
