Not. Since the other characters aren't finished, they aren't in the CSS.

i already did Well if you did (and looked at the general changes section) you'll know a large chunk of codes they use. In addition to that, they use the custom CSS code (plus the codes that go with it), Default Settings Modifier, Tags in Replays, The File Patch code (no really?), and possibly a few other codes.

I'm going to assume that what you're driving toward pertains to the specific codes within Project M (IE: The physics-related codes and other gameplay modifications that make up the core of what Project M is), in which case you're likely out of luck for the foreseeable future. The folks at Project M aren't too keen on having those codes released, and said codes are not individually labled within the gct file itself (they're all grouped together under a single "Unknown Codes" heading) and though the possibility of a txt file being included in the final version has been mentioned, that's likely a long ways off.

I always wondered why there wasn't no txt file in P:M... Because what is better with P:M over Melee is everything related with Customisation. And for now, we can't use the extended stage roster or custom stages, and it is really annoying.

Can't say I did. Haven't really been there in a while. I had wanted to cherry pick some individual codes for my personal use (specifically identifying the "No grabbing items during a dash" code to remove it, and to replace the standard melee air dodge with the hybrid air dodge) and noticed them all grouped together. That said, depending on what the topic creator wants to do, they could possibly just use a gct editor (available from this site if I'm not mistaken) and add on whatever it is they want to the list of codes. If I remember correctly, the CSS codes and whatnot are listed separately from the Unknown Codes, so if the changes someone's looking to make are largely cosmetic, they can probably do so without conflict.
