I'm having a hard time keeping vertexes that I don't want to move from moving. Even when I try setting down the influence

You could try selecting those few verts specifically and then mess with the weights to your liking. Is it the joints (shoulders, elbows, knees), or verts from completely different parts of the body that are somehow moving even though they're not even close to the weighted bone?
