Em... sure, just look at ganon's tower or other stages O.o
You only need the model and the animation, both in the same modeldata. If you want the animation to loop, change the unknown2 value of the animation to be 1.
Her textures can be stored in a separate texturedata, not needed to be the texturedata[0]. They can be even stored in the same modeldata as her.

The name you want. The rule about animations is, the first animation in the modeldata works, the rest are ignored. Also, depending of the modeldata used, you could get some trouble with the first model in the modeldata, not resizing or not being moved. Just insert a blank model (for example the poketrainer00 model in modeldata101) as the first one, so your animated character is the second one.

Yeah, I'm having progress every day. The last thing was fixing a little the shape of the stage, and the pink helix to the bottom. It still needs some work, but I'm leaving it for now. I'm gonna animate the rings on the background and the water spouts together with the platforms, and I'll try to start with the garbage on the back of the main stage.
Many pictures should come in the next hour if all's right. And even a new video could be done if I have a good progress today.
