I was wondering how to move the stage platform to any position you want. For example. I want to move the Final Destination stage platform above the whole stage it self.  See how the Final Destination stage platform is in the ground? could anyone tell me how to move it above the stage?

You're going to have to mess with it's positioning data on the x, y and possibly z axes. Go to preview of the platform model and click the top bone (the one below all). You will then see it's position data pop up on the right. Alter this to your desire.
Edit: Forgot to mention that you can turn it by messing with it's rotation. Specifically if you want to rotate it horizontally, alter it's y axis rotation data.

If I want to move it upwards, would alter the Translation Y Axis or the Scale Y Axis?

the Translation Y axis. even tho this wouldnt be wifi safe then. so i suggest making the other models go DOWN on the Translation Y axis.

No it will not unless you somehow change the collisions, modeldata 100 or the modeldata that holds the FD Platform bones.

For some reason, when I lower all the BG models, the platform and BG placement are the same? Am I doing something wrong?

Make sure you're lowering them on their animation data as well. If you don't then Brawl will leave them in their original position.
