If you've seen the Anime, then you should think that this character has little to no moveset potential. But she is a fairly clumsy, shy, scared girl. :P So I could give her a Luigi-like moveset. But that's not very likely. And this is also something to stray away from PSA so I don't get bored with PSA. :-\

in that case port her over luigi. But she will look odd as hell so again  to me.

You're quite wrong about that KJP. Mikuru is from the future, that's her future form, and she's been portrayed theatrically as a magical girl. Do something with that.

After running some tests, I can give the models I'm going to rig Final Smash Eyes, Different Faces (Normal, Half-Blink, Blink, Talk, and Hurt), and Metal.

Well you are correct about that. But I just wouldn't have very many ideas...
