Okay, so turns out that the Markers do work.
Like the Knife and Train, you need to use the "Registered name" of the user (in their profile), not their display name.
The problem with the Markers is that they'll say the change was successful even if you entered the display name (which likely does not belong to anyone). Likewise, the Knife will always fail if you target someone that does not exist.
