Holy Damn, Miacis, I'm going off more than one opinion here. I just can't please everyone.
I know, I'm just giving you my own opinion. What I feel should be done to make it better. Feel free to take what you want into account.
I'll fix the Up tilt.

That doesn't really make any sense to me, since I see Sehiroth more as a fast guy than a slow guy, so I really believe the balancing should be made on the power of the attacks rather than the lag.
My main point is :
right now, the AFA is useless. The ANA does it better and faster. And feels like Sephiroth, unlike the Current AFA.
The Meteor on ground; I tried to give it a fluent animation, but if I transitioned it into the wait 1 pose, it completely screwed up the animation.
In any case, you should really find out something, because right now, it looks very bad.
Get rid of Blizaga completely? What side B does the other Sephiroth have?
A Run-through-the-opponent. Think Fox Illusion but better looking. That's the
kind of stuff Sephiroth does. I'm sure something less generic can be found, though. I'll look into his Dissidia attacks to find more ideas.
And NO, don't get rid of Blizzaga. Please re-read what I said. I think you should re-use it as the Grounded Down-B.
And swap out Down B for Thundaga? I did like the fire columns..........

And I was evocating the idea of finding a way to fit Thundaga in the Down-B, alongside Blizzaga (ground) and Firaga (air), but I admitted not finding where to place it.
Up B, the vertical and horizontal speed is exactly the same.
Then reduce the vertical speed a bit. In-game, he still goes much faster upward.
The Up-Smash and Down-Smash really need tweaking too. After more playtesting, the first one is almost useless, and the second one is COMPLETELY-OBLITERATE-stuff.
Also, dingo, I'm not sure giving the three Spells for the three specials would be so great, dingo. That would make this PSA nothing more than "Elemental Swordsman Guy 1.5". Sephiroth's recognizable techniques are his sword techniques, and Meteor. That's what he uses in Dissidia too. I think Meteor needs to be kept.
And I do agree that it feels like a moveset-altered swordsman ...
