Does it's possible to put a soundbank voice of a character with PSA? (example Mario voice over ROB, without the code).

No idea. I don't think so though. Since in PSA, like with graphics, some SFX are character specific. |

No, you will need the sound bank code. I can already tell you that one. only time it will play is if that char was on screen
