The best way to deal with problem vertices like that is to rig as much as I can to the main leg bone, rotate the bone significantly far enough, and manually select each vert that didn't move with the bone until it's completely separated.

Thanks, and a secondary option? Delete the polygons of one leg, clone the other, "Mirror it" and bam, two separate legs.

I do what gravity said when I have to rig characters with legs like that. then use wireframe to separate parts that are still messed up or has verts that are very close and difficult to separate.
