Xemnas is Great! He has a Unique Playstyle which makes him fun to use.
Only problems is that: Neutral B: Fully Charged has shorter range then not charged at all. Down Air: Damage is Alot. Should be Nerfed for finaly version.

Finally got the chance to give this a good test and I must say it's good fun! Here's a pretty lengthy feedback on what I think of it so far (take note that this is coming from somebody that knows nothing about Final Fantasy or Kingdom Hearts, I'm just going by how fun it is to play with):
AAA - One of the worst moves. Not because it's bad, but because it never connects with the 3rd hit. I think you should make the second hit send the opponent backwards (direction B4) instead of forwards so that the 3rd hit can connect. Also, the sword glow for the 3rd hit is weird. It has the glow it's supposed to, plus an extra really big glow that is a fair bit far out.
F Tilt - Very nicely executed. Wolf's F Tilt worked great. I really liked how you did the sweetspot at the swords.
U Tilt - Pretty good, though I think it would work better if it did two hits. Since it works like Falco's U Tilt, it has a pretty long end lag for just one hit. But still it looks cool.
D Tilt - Well it's unchanged and it works alright. If you're not gonna change it that's fine, but it would definitely be nice to see some sort of a change for the V1 release
Dash Attack - I think this just needs to be a tad faster to be honest. It's a nice move definitely but a tad too slow for a dash attack. Also, I think there should be two hitboxes for the move since he does two slashes.
F Smash - I freakin LOVE this move. I think this is really cool! Though it's strange how his legs don't move whilst the body does. If you want to fix this, remove everything in the Other section of the AttackS4S subaction. There's a certain event that makes it so his legs cannot go off the ground and that's what's causing the strange animation.
U Smash - Packs a nice punch definitely. I have little to say about this apart from the animation could be tighter. It looks a tad stiff at the moment.
D Smash - Very well done and slick animation for this one. Even slowed down to 1/4 speed it looks super smooth. I really don't have anything to say here.
N Air - The animation looks great, but the hitbox is difficult to land. Considering that the N Air is a could be a core combo move, I think that you should make the hitbox bigger and set it to bone 0 (then translate it upwards) so that the hitbox is the size of his entire body.
F Air - Link's F Air works perfectly here. Like the F Tilt, I think that this move was very well executed.
B Air - Again, like the F Air it works perfectly I think.
U Air - The power and animation are fine, though I think the graphics could use with a bit of tightening. I honestly don't think you need to repeat the graphic multiple times in this case since it lasts for a decent amount of time anyways.
D Air - It's already been said that this move is far too powerful. 30%, high speed and a guaranteed trip are all a bit crazy. Three of these then a F Smash and opponent is good as dead.
Neutral B - Like Ayzer said, the range is a bit off. Other than that it's a pretty nice move. I like how the strongest hit box is at close range, but the long range one is good for catching to opponent off guard.
Up B - Since he kind of hovers in the air when he does the Up B one the ground, I assume you wanted him to rise upwards? If so, you should make him rise upwards in the animation in Brawlbox, check the "Moves Character" box in the Animation Flags, and in the Up B Action tab, replace what you have for Set Edge/Slide and Set Air/Ground with this:
Set Edge/Slide: 5 Set Air/Ground: Undefined 11 (17)
That way he will definitely go upwards.
The other specials are unchanged so I won't say anything about them (same with the Final Smash).
Throws are all good, though the forward one puts the opponent in a rather strange position (I have the same problem with Shadow's U Throw XD)
The taunts are all cool too.
Overall I think that this is a great PSA. Good work!

^Thanks for all the feedback, I'll put it to good use. And thanks for the help with the UpB, but I was actually trying to get him to stay on the ground, I just couldn't figure it out. XP
Update. I'm working on two projects now, one that I can't speak about, and the other is someone that goes well with my Xemnas. :p

Yup. I gave credit to whoever did the model pack in the OP. I wish I could get him to take off his eye patch for his FS..... And yes, it is entertaining indeed.
